The consumption of alcohol is something that happens at most social events. Many people enjoy talking “over a few drinks” - be it in a pub with friends or a fancy formal gala with important heads of state.
And whether you enjoy drinking or not, it really does permeate most aspects of our society; along with most societies long since past.
It seemed only fitting to create a magic item that fit well with the long honored tradition of drinking and talking.
Barrel of Laughs
The barrel of laughs is actually an oaken tankard that’s banded with metal, making the mug closely resemble a pint-sized barrel with handle.
To use the barrel of laughs, one must toast to another person and tap the barrel to another person’s mug (or whatever it is that they’re drinking from). Once the target drinks from their mug, they are allowed a DC 14 Will saving throw to resist the effects.
If they fail, the possessor of the barrel of laughs gains a +5 bonus to any Charisma-based skill checks made against the target. The target’s attitude also automatically shifts one step towards ‘Helpful’.
This effect lasts 1 hour and can only be used against a person once in any 24 hour period. It is a mind-affecting enchantment.

Tips On Using The Barrel Of Laughs
The important thing to remember is that over the course of an evening of drinking, the effects of alcohol consumption are temporary penalties to your Con and Wisdom scores. A reduction in one’s Wis results in a penalty to their Will saves.
Needless to say, a smart PC waits well into the evening before using the barrel of laughs on an unsuspecting victim.
