I was talking to Pat a few days ago about dirty fighting techniques. Something as simple as kicking dirt in someone’s face isn’t really outlined anywhere - either the “how to” or effect. My typical reaction is “let’s just make a feat that does that”. It allows you to basically define your own rules how that mechanic will function and the feat can be taken by people that meet the pre-reqs or worked into prestige classes.
Since the feat name “Dirty Fighting” was already taken up by a lame feat from Sword and Fist, I decided to go ahead with the name Street Fighting, which keeps the same feel, but is different enough not to step on the toes of an already-published feat.
But since just kicking dirt in someone’s face probably didn’t warrant a feat all by itself, I decided to go the tactical feat route and added a couple more maneuvers.

Street Fighting [Tactical]
Prerequisite
Int 13, Str 13, BAB +3
Benefit: The Street Fighting feat allows you to use the following three tactical maneuvers. Each of these maneuvers can be used as either an attack or standard action. If you have multiple attacks per round, you can choose any of them to be one of these maneuvers. You can use multiple maneuvers in the same round if you have multiple attacks as long as you meet the conditions for using each maneuver. The effects of the same maneuver do not stack.
To determine if you hit the target with the effect, make a ranged touch attack against the target’s touch AC plus their shield bonus (if any) and then allow the target to make the save listed.
You can not use these maneuvers against creatures immune to critical hits or that do not have an anatomy conducive to the effect in question (e.g., using the Dirt Kick maneuver against a Grimlock would be pointless since they’re blind).
Dirt Kick To use this maneuver, you make an attack at any target within 5′ that kicks dirt into their face. You must be in an area that has loose dirt in order to use this maneuver. The target can make a Ref save (DC = 10 + 1/2 your character level) to avoid the dirt. If you hit and they fail their save, they get a -1 penalty to AC for one round.
Eye Poke To use this maneuver, you make an attack at any target within 5′ that attempts to poke them in the eye with either your fingers or the blunt end of your weapon. The target can make a Ref save (DC = 10 + 1/2 your character level) to avoid being poked in the eye. If you hit and they fail their save, they get a -1 penalty to hit for one round.
Groin Kick To use this maneuver, you must have hit the same target in the previous round with either a Dirt Kick or Eye Poke. The target can make a Fort save (DC = 10 + 1/2 your character level) to avoid getting kicked. If you hit and they fail their save, they act as Staggered and lose their dexterity bonus to AC for one round.
Special: A fighter can select Street Fighting as one of his fighter bonus feats.
